Statement of Work is now a $7.2 trillion category. That is two thirds of the $10.7 trillion global contingent work market, according to Staffing Industry Analysts (SIA).
This time last year, ahead of CollaborationX, I wrote about why enterprises are increasing SOW spend and how to do it right. The argument was simple: start with the SOW, not the job description.
I have just returned from this year’s CollaborationX in Dallas and the conversation has moved on. Outcome-based work is no longer the debate. The question SIA put on the main stage was a bigger one: who will own the orchestration layer?
SIA’s model of the future workforce has three layers. The enterprise defines the outcome. A workforce orchestrator determines the right mix of talent and capacity. Below that sit eight ways to get work done: employees, internal temps, agency temps, independent contractors, SOW consultants, freelancers, crowds and digital workers.
Most enterprises do not have that middle layer. A typical flow still looks like this:
Nobody is deciding the mix. The result is duplicated spend, skills the business already has sitting idle, and agents that nobody can see or measure.
The supply side is not ready either. When SIA asked staffing firms what will differentiate the winners over the next three years, 52% said AI, technology and data. Only 9% said the ability to orchestrate human and digital labour. It ranked last.
Last year’s advice was to start with the SOW. This year’s goes one step further back: start with the work itself.
By moving from channel-led buying to orchestrated work, enterprises can:
SIA asked who will own the orchestration layer and left the question open. My view is that it will not be a staffing firm, an MSP or a platform. It has to be the enterprise.
The party that decides the mix of talent controls the spend, the data and the outcome. Hand that decision to a supplier and you have outsourced your workforce strategy to someone paid on volume. The enterprises that win the next three years will treat orchestration as a core capability, not a service they buy.
